The person behind

Thomas’ keen interest is to promote sustainability and societal development through public- and private sector activities and working in the public/private-sector interface.

He holds an MSc in economics (1995) and MSc in Public Policy and Management (2003) and has 23+ years of experience from management and consultancy positions in private and public organisations. He has carried out +75 consultancy assignments during his career, often as team leader or process leader.

Through this, he has gained substantial experience with:

• strategy and organizational analysis • process-implementation support • cross-thematic programme development, challenge funds, and grant mechanisms • performance reviews • policy and institutional assessment • risk assessment and management • reporting and managing for results.

He has plenty experience working in multi-disciplinary settings and teams and using cross-disciplinary approaches – ways of work he values and views as key for the impact and sustainability of public and private action. Often he performs in the interface between political and professional concerns.

Before establishing TJT Consult, Thomas served as Chief Advisor in the Danish Ministry of Foreign Affairs, coordinating design of policy and strategy-inputs, leading development of aid-management concepts and guidelines, and leading the quality assurance field-level programmes across various sectors. Previously he worked 8 years for COWI, including as Deputy Head of the Department of Governance and Institutional Development. Earlier he worked as manager in Nordic Consulting Group’s Uganda office; the Danish Environmental Protection Agency; and the United Nations.

He has lived and worked in Uganda, Mozambique, USA, and Brazil, and has work experience from a large number of countries in Africa and Asia.

THE Story

Founded by Thomas Juel Thomsen, TJT Consult was born out of a wish to help boost policy and programme action by public and private sector actors to drive societal and environmental impact and sustainability – especially to help such actors identify and tackle constraints, so their efforts have maxiumum and lasting effects.

This now guides the company’s mission.

Originally set up in 2009 to deliver a first handful of assignments, TJT Consult became fully operational in 2013. Since then, TJT Consult has completed more than 40 assignments, covering a wide set of themes, but sharing a focus on the design, strategy, process, and assessments of programmes and funds with societal and environmental impact as core parts of their goals.

In recent years, the company's focus has concentrated ever more on institutions and financing for climate action and environment as well as private sector impact and sustainability. Meanwhile, TJT Consult maintains a strong cross-thematic imprint.

How TJT Consult works

Focus on client and stakeholder needs. Close on-going dialogue and adaptability to needs arising to ensure value for the client. A participatory approach to engaging with stakeholders, with emphasis on listening and understanding in identifying needs and solutions - this to ensure ownership and real impact.

Independent assessment and advice. A core value of TJT Consult, independence is the foundation for the credibility TJT Consult has gained as adviser to clients. TJT Consult is not linked economically to other organizations and has no affiliations or associations with political or interest-based groups and networks.

Analysis anchored in theory, focused on practice: Concepts and paradigms support the analysis, but conclusions and advice are shaped by what in the circumstance has real significance and works best. With the typically complex nature of assignments, TJT Consult does not rely on ready-made models for solutions.

Cross-thematic and holistic. As most assignments transcend sectors and themes, the perspective is holistic, with emphasis on the cross-thematic coherence, linkages, and focus. This can’t work without grounding in deep sectoral or thematic expertise - often provided by subject matter specialists through partners or teams. TJT Consult connects the dots between sectors under the larger aims.

Multi-disciplinary methods. Quantitative and qualitative methods are combined and tailored to the questions in focus. To capture any blind-spots, open-ended methods of inquiry will often be included. High appreciation of combining methods originating in fields such as economics, statistics, sociology, and anthropology.
